The brief description of the Project.
The project assumes creation of the Rahabilitational Center for Families, capable to solve these and many other sharpest problems of families by the methods of modern psychology and social care.
Reconstruction and the equipment of a building in which the personnel of the Center might be placed is necessary for this purpose, working rooms, game rooms, trainings and educational classes etc would be equipped.
The equipment of a hotel wing in which the families taking place process of psychological or social - pedagogical rehabilitation and adaptation after treatment in the Republican scientific - practical Center of children's oncology and hematology temporarily might live is supposed. Process of rehabilitation for the majority of inhabitants of Minsk may be carried spent without settling - in a mode of a day time hospital.
Process of increase of professional qualification of stuff of the Center by the special training programs (which are included in the Project) will be organized.
The problem of a departmental belonging of the Project takes place, because handicapped children are in a zone of crossing of interests of bodies of public health services, bodies of social protection and educational bodies. However, in our opinion, the system family approach and work with family as the social - psychological subject, requiring in successful adaptation, use of the period of remission of disease for process of rehabilitation allow to count the Project a prerogative of bodies of social protection.
We consider the Project as a direct irretrievable investments to the social sphere of republic which will allow to remove psychological and social - pedagogical work with family of the ill child, the handicapped child on somatic disease, on qualitatively new level to open before thousand families an opportunity of normal integration in a society.
The operational experience of this Project may be expanded and on usual society, will be used for struggle with drags -problems of children, teenagers, young people, for overcoming many other social - dangerous phenomena (alkoholizm, neglect, violence etc.) as roots of many cases of the similar phenomena lay in family and many psychological mechanisms of family trouble may be corrected by similar methods.
Thus, the received experience of rehabilitation of family with the somatic-ill child may be used in work with the family, suffering by "social" diseases.
The project assumes continuous process of transfer of the experience received in the Center to experts of bodies of social work, education, internal affairs (on work with minors), public health services, the not state specialized organizations.

Process of realization of the Project assumes realization of 3 stages:
1. Reconstruction of a building for the Rahabilitation Center of Family;
2. Additional preparation and training of the personnel;
3. Conducting practical rahabilitation activity within 3 years.

The first and second stages are carried out simultaneously within 1 year from the beginning of realization of the Project and, after end of reconstruction, pass in the third stage.

The minimal base configuration of a building should consist of 4 blocks:
1. The hotel block for families into which enter:
1.1. 10 rooms with a toilet and bath-cabin;
1.2. 2 kitchens;
1.3. a household room with washing machine and a dryer;
2. The block of social - psychological rehabilitation into which enter:
2.1. Two studies of psychological consultation (one of them is equipped for family therapy);
2.2. A study of musical therapy;
2.3. Workshop of art and labour therapy;
2.4. A training hall with ball pool;
2.5. A game room for children of younger age with a sandbox;
2.6. Two rooms for group therapy (for teenagers and adults);
2.7. A warehouse premise(room) for stock (bicycles, skates, a ski, invalid armchairs etc.).
3. The administrative block into which enter:
3.1. Three rooms of the personnel;
3.2. the Study of the doctor on duty and nurse with the procedural block;
3.3. Library with books, the computer and copy machine;
3.4. the Hall for general meetings, educational and other actions, on 80 places (from cinemas and videoengineering);
3.5. Buffet for the personnel;
3.6. Two toilets, one of souls;
4. the Recreational block to which other blocks are joined(attached):
4.1. the General hall;
4.2. the Winter garden with a nature corner (an aquarium, birds, plants);
Thus, in two floors, with a cellar, garage reconstruction of a building is necessary for an ambulance, with a viewing platform on a roof in a non-polluting zone of city.
Creation of such conditions effectively will allow to spend rahabilitation and adaptable programs for families.

Works on the Project is planned to start in the spring 2002 and to finish after 3 years of joint realization by all participants then the Center will be transferred completely on balance of city and will carry out further the purposes and problems .
The stuff of Minsk Family Center and "The Confidence" Center have developed special social - psychological short-term and long-term programs of family rehabilitation, have prepared highly skilled experts - psychologists, social teachers, experts in social work capable to carry out the given programs.
The Serious problem appeared search of building, suitable for reconstruction and further use. Group of deputies of the House of Representatives of National Assembly of prepare for deputy inquiry in the given occasion, with the request to render possible assistance to the prompt positive decision of a question.
Now there are 3 variants of buildings for reconstruction and a special group are working under the project of reconstruction.
Participants of the Project express a confidence of its successful realization and hope to the aid all interested sides.
Organizers of the project hope for interest, understanding and support of the Byelorussian establishments and the organizations on which success of realization of the Project depends.
Realization of the Project becomes serious break in introduction of the modern social - psychological technologies, the new Center can render considerable aid to requiring families and children.
