DESCRIPTION of the PROJECT

part 1

The project of the development of
" The Minsk Center of the social help to family and children " for the period of 2003-2006 with attraction of direct irrevocable foreign investments into social sphere of Minsk
The project is developed by specialists of the Family Center and supported of leading experts of Minsk on problems of family and children.

1. The purposes and tasks of the Project:
1. The reconstruction and equipment of a building for accommodation of official body of system of social protection - the City Center of the social help to family and children;
(the Basic requirements to a building: separately worth building the general area from 800 up to 1200 esq., suitable for reconstruction and repair, with adjoining territory, with a transport arrangement convenient for the townspeople).
2. Improvement of professional skill and additional preparation of experts of the City's Family Center, the Territorial Centers of social service of the population, other bodies of system of social protection on work with family, children and the population;
3. Rendering of the practical high-quality social - psychological help to families, handicapped children in Minsk and republic;
4. Realization of the specialized social - psychological rehabilitation programs for the most requiring categories of families (having handicapped children on somatic disease ( cancer, hematological disease and so on with safe mental -emotional sphere);
5. Conducting of the scientific - methodical, research and study with experts of bodies of social protection in Minsk.

2. Terms of the realization of the Project:
The realization of the Project provides 2 stages:
1. Reconstruction and equipment of a building, improvement of professional skill of experts - 3 years;
2. Support of practical work of the Center after end of 1 stage by the sides - not less than 7 years;

3. Base participants of the Project:
1. The Minsk city executive committee on behalf of Committee of labor and social protection;
2. The Minsk City Center of the social help to family and children;
3. The representative of the sponsors (Lions International) on the territory of Byelorussia - the Republican public association "The Family Center of the social - psychological help "The Confidence";

The basic sponsors of the Project :
the Norwegian District of LCI 104К ;
the Italian District of LCI 108 L;
the Lions Clubs International Foundation;
The financing assumes allocation by sponsors planed within 3 years on 100000 dollars annually. Allocation of 50000 dollars on the program of preparation and improvement of professional skill of the Belarus experts on problems of family and children is in addition stipulated.
The additional potential sponsors of the Project positively considered to the Project and expecting the beginning of works:
1. Representation of UNICEF in Belarus;
2. Austrian Lions Clubs;
3. Swedish Lions Clubs.
4. The European commission on technical cooperation, other charitable organizations and Funds.

4. The circuit of the realization of the Project:
1. Search of a suitable house and acceptance by the authorized side of the decision on transfer its (repayment) for realization of the Project; (MANAGED!!!) - more about building...
2. The conclusion of the Contract about realization of the Project and participation of the sides;
3. Design study of reconstruction of a building with participation of Institute " МinskProject", representatives of the customer and the representative of organizations - sponsors;
4. Carrying out of the tender on reconstruction and equipment of a building;
5. Carrying out of repair - civil work and equipment of the house;
6. Realization of the program of improvement of professional skill of employees parallel with points1-4.
7. Opening and start of the Center.

5. Features of the Project:
The project is noncommercial, has social character and does not provide extraction of the profit any of the sides. In case of reception of the profit due to rendering paid services to separate categories of the population, all it goes on the further development and maintenance of the Center.
The project is aimed at the maximal satisfaction of needs of the families in Minsk and republic in the qualified free-of-charge and paid social - psychological help to family and handicapped children with use of the modern psychological and social approaches and the additional opportunities given by the international Project.

The PROJECT of the CENTER of SOCIAL and PSYCHOLOGICAL REHABILITATION for FAMILIES
In 1999, the Convention of Lions Clubs of the Republic of Belarus , under the initiative of Minsk lions, has made the decision support of the Project of creation of the Rehabilitation Center for Families which might render the social and psychological help to the families having handicapped children with saved intellectual and emotional sphere, transferred the heavy somatic diseases which have caused physical inability (for example, cancer-diseases, defeat of kidneys, a liver, a thyroid gland, other bodies and the systems, not interfering rendering of the psychological help with use of an available arsenal of means of a modern psychological science).
Overcoming of consequences of failure on the Chernobyl atomic power station remains to one of the basic purposes of people in Byelorussia and the international charitable organizations.
Radiating danger, and also other adverse factors (as, for example, an economic crisis, a urbanization, chemicalization, alcoholizm etc.) first of all influence to somatic health of children. Influence of radioactive elements on occurrence of some forms of a cancer at children is officially established, growth of other pathologies of children's health is observed.
Doctors make very much for rescue of life of children. But influence on result of treatment render not only by medicines, but also by social and psychological conditions in family of the ill child.
This major problem remains without attention of experts. Has come a time to think of how to help to family with hardly sick child to keep psychological health of parents and other, healthy children in family.
Heavy somatic illnesses frequently result in physical inability of the child, amputation of finitenesses, a paralysis, infringements of work of a liver, heart, other internal bodies and other proof infringements of health.
It is especially important to support family during the beginning of treatment and during breaks in long treatment period, which some years may last. During short breaks (1-2 weeks) the family leaves home, there, where, illness began from the same social and psychological conditions. About 40 % of fathers leave family after the child hardly was ill.
Opportunity to receive the specialized psychological and social help to pass the rahabilitational program in the special Center - a necessary condition of the further survival of the child and prevention of disintegration of family, a pledge of the successful adaptation in society.
Now the Byelorussian families which have transferred heavy disease of the child, do not have opportunity to receive the necessary long-term social and psychological help in sufficient volume.
Proceeding social and economic crisis independently does not allow to solve this sharpest problem, state and public organizations of republic have not sufficient resources, therefore organizers of the Project have addressed for the help to LCIF.
International association of Lions Clubs - the noncommercial, not religious and not political organization submitted in more than 180 countries of the world . It is the unique international organization, included in United Nations on rights of the state. Annually the United Nations celebrate Day of Lions and regular meetings of members of Board of Lions with a management of the United Nations will be spent.
Local Lions Clubs unite near 1,5 million members on all globe - from USA up to Jamaica.
Lionizm-movement is seriously submitted in Russia (especially in Moscow and Saint Petersburg) - there for the blessing of a society tens and hundreds Clubs already work.
Belarus also is among most dynamically developing new Lions states. Today in republic 9 Clubs are working, 2 from which are created in Minsk.
Lions Club is the public association of the citizens interested in improvement of a condition of a society in which they live. This activity goes from heart and is directed on creation of the favorable micro-social environment there where the Club operates. The Byelorussian Lions adequately carry the motto " We serve ".
Important component of Lions movement is the international cooperation. Clubs from economically more advanced countries help to colleagues from the countries with transitive economy to realize the important charitable and social projects. The big support in it is rendered by International Foundation of Lions Clubs - LCIF.
It's a time for our republic has come to take a part in the international cooperation with LCIF. The grant for the sum of 18 000 dollars for the organization of Youth Internet Center in Svetlogorsk is already allocated.
The Minsk Lions hope, that the following step - realization of the Project " The Rahabilitational Center for Families " becomes.
Substantiation of necessity of perfection of system of social - psychological rehabilitation of families with children - invalids on somatic disease.
The description of a problem:
The system of social and psychological rehabilitation of handicapped children after somatic disease has serious problems and requires a modernization.
The basic methodological and organizational problem consists that for last 7-10 years there were basic changes in treatment of many incurable before children's somatic diseases, such as sharp limphoblastic leukemia, other kinds of oncological and heavy hematological diseases. Earlier children usually quickly dying but now began to treat in 70 % of cases. The society institutes (including families of these children), appeared are not ready to a new situation which has demanded revision of social and psychological approaches to the given category of children and families.
Today there are thousands of this families. Their number, under forecasts of physicians, will be increased. The significant attention pays to the given category of children on the part of the state bodies, funds, charitable and public organizations. But all attention is directed on rendering of medical aid to ill children and realized at a stage of treatment (medicamentous support, physiological improvement), or is directed on physiological rehabilitation of the child after treatment.
The big efforts of the international public are concentrated on "visually" more favourable categories of handicapped children - deprived an opportunity to move, suffering nervous paralisis, psychological diseases etc. Certainly, the help is necessary for this group of children too. However children with somatic diseases which consequences do not look externally so "bad" at a stage of remission and recovery, and members of families in which they are brought up, not less, and sometimes and more, require rehabilitation and adaptation.
This rehabilitation, at a reasonable and economic investment of means, may give considerably faster positive effect of normal families and child socialization, than at other categories of families with the children - invalids requiring for a life-long care. A key nucleus of such rehabilitation should become modern psychological technologies.
Anybody in republic now is not engaged professionally and long-term in complex psychological rehabilitation of all family of such child during treatment, after its end, after a long stage of successful remission or relapse of disease.
Public organizations are anxious, first of all, with reception and distribution of the humanitarian help and the organization of " foreign improvement " children in a separation from family, that, quite often, puts a heavy psychological trauma to the child and other members of family.
Parents of the handicapped child by somatic disease, especially father, brothers and sisters appear are thrown in private with the hardest family problem. Within one year - one and a half years all life of family is devoted to rescue of life of the child and when it is rescued - parents lose ground under legs. Got used to live in extreme conditions of struggle for life, they are disaccustomed to live normally, according to society-norms. Some members of family may not cope or with a stage of treatment, or with transition to normal life - the fathers leave family, siblings wish a death to the ill brother or the sister, other gross infringements of relations are shown. Many scold have gross infringements of educational installations in result of the "extreme" period of treatment of the child.
Similar problems are shown and in families of other hard ill children, with problems, for example, kidneys, a liver etc. demand long and expensive treatment. Thus, the described situation anyhow concerns tens thousand citizens of republic - members of family with the handicapped child after somatic disease.
